    E-Services

    ​Yes, the plaintiff can have access to the case data, the memos, and all the relevant details at any time and stage through the Portal.​

    ​A set of awareness-raising and informational materials are available on the Website to clarify the steps for submitting a case, scheduling date, etc. For more information, you can reach out through various communication channels.​

    ​Files can be attached in PDF, and documents can be added as JPG images, provided that they shall be clear and complete. In addition, the size of the attachment shall not exceed (5) megabytes. All documents must be submitted in Arabic, and shall be translated by a certified translator, office, or firm if provided in another language.​​

    • Erad System (ZATCA).
    • Commercial Register (Ministry of Commerce).
    • The National Address (Saudi Post).
    • Najiz (Ministry of Justice).
    • Verification of data of the citizen/ resident “individual" (National Information Center).

    Through the Portal, GSTC provides the following services:

    • Submitting a case.
    • Inquiring about the case.
    • Adding a representative.
    • Exchanging memos.
    • Extending response period.
    • Withdrawing the case.
    • Selecting and modifying dates of the sessions.
    • Apologizing for the session's scheduled date.
    • Requesting for Remote Litigation.
    • Perusing the session minutes and requesting an amendment.
    • Receiving decisions.
    • Requesting for reviving a dismissed case.
    • Submitting appeals and petitions for reconsideration and objecting to a decision in absentia.

    Submitting a survey on the case parties' satisfaction before and after issuance of the decision.

    Remote Litigation

    Remote Litigation

    ​Remote Litigation is a service through which the case parties can attend the scheduled sessions before the circuits of the Resolution Committee or the Appeal Committee through video communication in the litigation offices located across the Kingdom.​

    ​Electronic Documentation is a service aiming to verify the identity of the attendees in the committees' sessions, document the sessions' minutes, and verify the signature of the heads and members of the committees on the decisions issued through the fingerprint or the verification code sent to the phone number of the case parties registered in Absher.​

    ​The GSTC's Remote Litigation Service aims to:

    • Lift the burden of movement and transport for the case parties and render the procedures much easier through electronic means; and
    • Communicate through video with committees efficiently and effectively.​

    ​The Remote Litigation Service is provided at the headquarters of the Zakat, tax and customs committees in Riyadh, Jeddah, and Dammam through (10) halls. The Service is also provided in (14) branches of ZATCA.​

    Through Remote Litigation Service, GSTC provides the following services:

    • Documenting sessions through video communication and recording system;
    • Verifying the identity of attendees by sending a verification code to the contact numbers or through fingerprint devices linked to the relevant systems.
    • Submitting documents electronically through scanners; and
    • Setting implementation mechanisms within written and well-structured procedures and policies.

    • Scheduling date for the hearing session through E-Services;
    • Heading to the ZATCA's branch close to the plaintiff and verifying identity through electronic authentication devices linked to the relevant systems;
    • Starting the session through video communication with the committees; and
    • Receiving a copy of the judgment through the website once issued.

    ​At present, there will be no change and you can be provided with all services by communicating with us through the communication channels.​

    ​We are pleased to serve you through the Website (www.gstc.gov.sa) and the Toll-Free Number (8001220000).​

    ​There will be no change in the mechanism for submission and receipt of Zakat and tax cases; the cases will be submitted through the Portal's E-Services.​

    ​Yes, the procedures will be unified based on continuing application of the work rules of the Tax Committees for Resolution of Tax Violations and Disputes, and the work rules of the Customs Committees until application of the draft work rules of the Committees for Resolution of Zakat, Tax, and Customs Violations and Disputes are approved.​

    ​The committees will be independent according to the competence of each.​

    ​The competencies of the Tax Committees will be as stipulated in Royal Decree (M/113) dated 02/11/1438 H, and the competencies of the Customs Committees will be as provided for in Articles (162 & 163) of the Common Customs Law issued by Royal Decree (M/41) dated 03/11/1423 H until unified rules are approved.​

    ​The merger decision means combining the tasks of the General Secretariat of the Tax Committees and the General Secretariat of the Customs Committees into unified tasks. Thus, the General Secretariat of Zakat, Tax and Customs Committees (GSTC) will be responsible, as an independent entity, for providing legal, technical, accounting, and administrative support to the Zakat, tax, and customs committees to carry out their duties.​

    ​The merger contributes to unifying the organizational, administrative, and technical procedures to benefit from common services to realize the highest levels of quality in enabling the resolution of Zakat, tax, and customs disputes and to reach innovative and effective methods in facilitating the litigation for case parties while enhancing the corporate operational efficiency.​
